Attorney Biography

Jim Durling joined Heller Ehrman in 2008 and practices international trade law.  Mr. Durling is a member of the Antitrust & Trade Regulation Practice Group.

Experience

Mr. Durling specializes in defending foreign companies in antidumping, countervailing duty and other trade remedy investigations and providing advice on parties’ obligations under World Trade Organization agreements.  Additionally, he has significant experience litigating WTO disputes and trade policy disputes between the United States and foreign parties.

Mr. Durling also handles a wide range of customs matters, including transfer pricing issues, and regularly works with economic experts.  He has a significant practice representing Asian, particularly Japanese and Korean, companies and also has worked with clients in Thailand, Malaysia, Singapore, Taiwan, Indonesia and the Philippines.

He has worked with clients on a wide range of high-profile trade policy disputes, including the trade policy battles over automobiles, semiconductors and color film, and has been actively involved in the related WTO proceedings arising out of these trade policy battles.  His recent major matters include defending foreign steel companies in dumping and safeguard actions, prosecuting several WTO challenges to U.S. trade remedies, and coordinating the presentation of complex economic expert testimony.  Mr. Durling also has been called upon to provide advice on launching a new round of WTO trade talks and on negotiating strategies for the round.
