Attorney Biography

William Barringer joined Heller Ehrman in 2008 and practices international trade law. Mr. Barringer is a member of the Antitrust & Trade Regulation Practice Group.

Experience

Mr. Barringer specializes in all aspects of international trade law, with particular emphasis on defending antidumping and countervailing duty investigations and advising on international trade negotiations and trade policy disputes. He has significant experience defending Japanese, Chinese, Brazilian, Canadian, and other foreign interests in trade disputes with the United States and representing clients in WTO dispute settlement proceedings.  Mr. Barringer is listed among the World’s leading lawyers in Chambers Global for Business in international trade law (trade remedies & trade policy 2006 & 2008), and in International Who’s Who Legal of Trade & Custom Lawyers (2008).  He was also named to Chambers USA: America's Leading Business Lawyers in international trade law (2006-2007), The Legal 500 US: Volume III (Litigation) in international trade (2007), and The Best Lawyers in America in international trade and finance law (2008).

Mr. Barringer has been involved in some of the most significant international trade disputes over the last several decades, including among others, disputes between the U.S. and Japan involving autos, film, and steel. He has been the lead counsel on more than 50 antidumping and countervailing duty investigations, more than a dozen safeguards investigations, and numerous investigations under section 301 of U.S. trade law.

Mr. Barringer frequently advises foreign industries and governments on bilateral and multilateral trade issues and was actively involved in advising on the rules negotiations in both the Uruguay Round and the Doha Round. He has also advised governments and industries extensively on WTO disputes, including successful challenges to the U.S. payment of antidumping duties to petitioning parties under the Byrd Amendment, the U.S. imposition of safeguard measures on steel, and numerous issues involving U.S. antidumping and countervailing duty methodology.  In addition, He was involved in the successful WTO defenses of several cases alleging market access barriers in Japan, including film and autos. He advises several foreign government on issues related to compliance with the WTO agreements, including the agreements on TRIPS, TRIMS, services, safeguards, antidumping, and countervailing measures.
